About Great Project

In 2008, a collaborative research project was conducted between The Center for Transportation and Logistics Studies of Gadjah Mada University and the Planning Research Centre of The University of Sydney. The research, which entitled Governance Reform initiativE in trAnsporT sector (GREAT) Project was funded by AusAID through the Australia-Indonesia Governance Research Partnership (AIGRP) program, managed by the Crawford School of Economics and Government, The Australian National University, Canberra.

The research provides policy recommendations to the Indonesian Government in their implementation of transport projects funded within the Public Private Partnership (PPP) framework and the Public Service Obligations (PSO). In addition, the research makes recommendations on capacity building and knowledge improvement for the major stakeholders concerned (governmental, private, and education organizations in Indonesia) to assist them in understanding and implementing PPP projects and their subsidiary policies /PSO more efficiently and effectively.
At the end of the research, 3 (three) reforms were proposed for the implementation of PPP and PSO in Indonesia (more about GREAT Project, please visit http://great.pustral-ugm.org)

  1. Mapping government financial support for transport infrastructure and services and consolidating it whenever appropriate
  2. Direct and explicit government financial support to private sector providers
  3. Meeting increased demand for capacity building and a local government assistance scheme

AUSTRALIAN TRANSPORT SECTOR TECHNICAL TOUR

Study Year 2008

The GREAT project is working with a wide range of public sector and private sector agents in Indonesia and Australia to provide the collective learning and inform base on which to make recommendations about public sector- private partnerships for transport infrastructure and on subsidy and PSO in transport services.

Therefore during the GREAT project implementation, a technical tour and workshop was designed exclusively for the Indonesian stakeholders who have interest in PPP implementation particularly in transport sector.

Senior government officials from the Indonesian Ministry of Land Transport participated in this technical tour to follow the latest planning developments for the NW Metro, the light rail and monorail operations in Sydney, and the integrated rail/station development at Chatswood, one of the major employment centers on the North Shore railway in metropolitan Sydney. Each participant collected data on these projects, wrote up the lessons learnt and summarized their relevance to Indonesia. These reports and presentations were presented at a Workshop held at the University of Sydney in August, 2008. Professors Danang, John Black, and John Lea lead this workshop. At the end of the technical tour and workshop, a certificate was awarded to the participants.
