. BECAK MODERNIZATION PROJECTS .

 

 

 

Foreword

Urban transportation problems in developing countries have been the main agenda of many city governments. Congestion created by rapid motorization and mixed-traffic has resulted in severe environment and health problems. Non-motorized transport (NMT) modes have long been neglected despite the fact that they contribute to the urban mobility with minimum adverse effect to the environment. "Becak" or Indonesian rickshaw is the typical example of modes that has not received an attention since its introduction more than 50 years ago. No innovation and nor regulation has been pursued to promote the mode of transport although they are seen to be a multi-purpose mode. Becak, as a non-polluting mode of transport provides a door-to-door service, serves as an urban employment sector and more importantly act of a Yogyakartas tourism icon.

This report summarizes the activities under the Rickshaw Improvement Project, which basically attempts to revitalize the use of becak through a three-tier approach, namely technology innovation, regulatory framework for introducing the new technology and promoting non-polluting mode of transport, and social marketing/public outreach.

The project acknowledges the role of GTZ/GATE Project to mainly enable the technology innovation component by providing facilities to invite Mr. Gadhepali Shyam, an expert from India, where a similar project has been successfully exercised. Together with our project partners, Mr. Walter Hook the Executive Director of the Institute for Transport and Development Policy (ITDP), New York, Mr. John Ernst, ITDP Asia Regional Director and Mr. Matteo Mattiogni, ITDP NMT expert, GTZ/GATE Project has provided an opportunity to systematically introduced the sustainable transportation concept for the city of Yogyakarta.

Finally, the project would like to thank the Mayor of Yogyakarta City and the Yogyakarta City Government for their continuing support. Our acknowledgement will be to all stakeholders, mainly the steering committee members and becak drivers involved in the project that have provided valuables inputs to the project. The project will also not be successful without the effort of experts and technical team members, especially Ms. Restu Novitarini, Mr. Juffry Tengga, Mr. Heru Suryono and Mr. Sotya Sasongko who have worked round-the-clock attempting to finish the project on time.
